DANA Holds Annual Meeting

The DeFreestville Area Neighborhoods Association, Inc. (DANA) will hold its 2018 Annual Meeting on Tuesday evening, June 26, 2018, at 7:00 PM at the Bloomingrove Reformed Church, 706 Bloomingrove Drive, across from the Route 4 CDTA Park and Ride, in DeFreestville, NY. Members will elect directors and vote on bylaw amendments. Other business will be conducted as needed. Proposed Modifications to Route 4 / Public Meeting / June 5, 2018

The Town is holding an informational public meeting on proposed modifications to Route 4, at the new Defreestville Fire Station on Route 4 on Tuesday evening, June 5, 2018, at 6:30 PM. Here is the announcement as it appears on the Town's website:

Here is the preliminary preview based on comments made at the May 10, 2018 Town Board Meeting:

 

Proposed Route 4 modification construction is to start next year and will continue until 2020/2021. There are four major modifications sites proposed:

 

1) Bloomingrove and Route 4 intersection: It is proposed that Bloomingrove will become a three lane road (two lanes south) that meets Route 4 in a perpendicular, 90 degree, traffic light controlled intersection.

2) A traffic light, with a center turning lane, is proposed for Route 4 at Valley View Boulevard.

3 )The Winter Street/Route 4 intersection will be converted to a traffic light controlled intersection.

4) The Williams and Glenview Road intersection with Route 4 will be converted into a roundabout.

Although not in North Greenbush, there is also discussion of converting Third Avenue Extension intersection with Route 4 in East Greenbush (Gene's Fish Fry intersection) into a roundabout also.

This is an important meeting for all Defreestville area residents. The affects all Defreestville area residents. The North Greenbush Town Board has scheuled its 2018 organizational meeting for January 11, 2018 at 6:00 PM. This is when the Town Board, among other actions, appoints members of the Zoning Board of Appeals and the Planning Board.

Further, a Public Hearing has been scheduled for 6:45 PM the same evening at Town Hall, Main Avenue, Wynantskill on the proposed "Van Rensselaer Square Regulatory (Local) Law," copy attached. 2017 DANA Annual Meeting

The 2017 Annual Meeting of the DeFreestville Area Neighborhoods Association, Inc. (DANA) will be held on Wednesday, June 28, 2017 at 7:00 PM at the Bloomingrove Reformed Church, 706 Bloomingrove Drive, across from the Route 4 CDTA Park and Ride, in DeFreestville, NY.

Early June 2017 Update

Tech Valley Residential Community: The North Greenbush Town Board, on May 11, 2017, approved the second re-zoning application of Tech Valley Residential Community to re-zone an additional nine acres along Route 4 from Single Family Residential / Neighborhood Business to Planned Development District to provide for an access road directly onto Route 4, for its expanded 204 unit (102 twin home townhouses) residential development, located north of the RPI Tech Park and on both sides of Glenwood Road. This new access road onto Route 4 will be built approximately where a large tree fell onto a brick home on the west side of Route 4, south of the Elks Club. The second access road will be built to connect the development to Glenmore Road, near the Army National Guard facility. Total project size is now 83 acres.

Traffic Impact: Assuming two cars per residence, this creates an additional 408 cars that will be traveling on Route 4 as Glenmore Road has no other main highway access other than Route 4. Although the Town Board was asked to direct the production of a traffic study before they approved the second re-zoning, they did not do so. The amended plan went before the Planning Board at its June 5, 2017, meeting for an initial presentation and is scheduled for its next Planning Board presentation on July 10, 2017. The Planning Board did direct the production of a traffic study at its June 5, 2017 meeting.

DANA Update - April 2017

Town Board Meeting / April 3, 2017:

  • The minor two lot subdivision application for Louis Desso, 12 Stephen Drive, Wynantskill, was approved.

  • Presentation of Regan Pest Services, 226 North Greenbush Road (Route 4) for site plan approval. Approved at the Planning Board's May 1, 2017 meeting.

  • Consideration of Town Board referral of Tech Valley Residential Community application for additional PDD rezoning. The applicant has purchased an additional three parcels (9 acres) along Route 4 to provide for a secondary access road on Route 4 to its expanded 172 to 204 unit (now 102 twin home townhouses) development, north of the RPI Tech Park and east of Glenwood Road. This new access road onto Route 4 will be approximately where the large tree fell onto the brick home on Route 4, south of the Elks Club. Total project size is 83 acres. The Town Board Public Hearing on this additional re-zoning application is now scheduled for May 11, 2017 at 6:30 PM.

  • Van Renselaer Square Mall: A Chili's Restaurant is being planned for the mall near the Route 43 entrance. The Architectural Guidelines were discussed, particularly the no flat roof requirement. Chili's wants to have a flat roof. Building orientation was also discussed. There is no public hearing for this process.

Town Board Meeting / April 13, 1017:

  • The Board authorized a consulting engineer contract for the $3.1M Route 4 Corridor Highway and Sidewalk project. Creighton Manning and Faberge Group were approved as design consultants.

  • The Stephen Drive Sewer Extension for two homes was approved.

DANA Meeting

All DeFreestville area residents are invited to attend a DANA meeting on Wednesday evening, March 22, 2017, at 7:00 PM at the Bloomingrove Reformed Church (lower level), 706 Bloomingrove Drive, across from the CDTA Park & Ride, in DeFreestville.

On 2-9-17, the North Greenbush Town Board approved the application of Tech Valley Development, LLC to re-zone 72 acres of land on Glenwood Road between Glenmore Road and Global View in  the RPI Tech Park, from Single Family residential to Planned Development District in order to allow the construction of 76 two-family town houses (152 dwelling units). A special permit request "for the purpose of grading, clearing of site in excess of 150 cubic yards, at the property located at 97 Glenwood Road..." is pending before the Zoning Board of Appeals (ZBA). This request is scheduled for a public hearing before the ZBA on March 8, 2017 at 6:30 PM at Town Hall in Wynanyskill. The project also needs site plan approval from the town Planning Board.

Also, a request for proposals (RFP) has recently been published by the Town of North Greenbush for roadway improvements to Route 4 from Route 43 to Sunset Road and the Bloomingrove Road intersection areas in DeFreestville ($2.6 million) and for Route 4 pedestrian improvements ($1.2 million). UPDATE

 

On Monday, February 6, 2017, the Planning Board will hear a site plan presentation regarding a proposed motor vehicle repair facility to be located at 474 North Greenbush Road (Route 4) in DeFreestville. This address is the retail store complex just north of and on the same side (west) of Route 4 as the former DeFreestville Fire Station. This will be followed by a public hearing before the Zoning Board of Appeals on Wednesday, February 8, 2017, for a special permit to operate this motor vehicle repair facility at this location. Both boards start their meetings at 6:30 PM.

 

UPDATE

On January 12, 2017, the North Greenbush Town Board held a public hearing on Tech Valley Development's application to re-zone 72 acres of land on Glenwood Road between Glenmore Road and Global View in the RPI Tech Park, from Single Family Residential to Planned Development District in order to allow the construction of 76 two-family town houses (152 dwelling units). The hearing lasted over one and one half hours. No one in the audience, other than the developer, spoke in favor of the proposal. The most frequently stated concerns of local residents centered on the concerns about traffic and roadway impacts and the potential impact such a development would have on the local school districts. We were informed this application will next appear on the Town Board's February 9, 2017 meeting agenda.

UPDATE of the Van Rensselaer Square Mall revised site plan application:

The North Greenbush Planning Board held its January 2017 meeting at Town Hall on Monday evening, January 9, 2017. The only application item on the Board's agenda was BT Albany's modified site plan application for the Van Rensselaer Square Mall, located at the northeast corner of Routes 4 and 43 in Defreestville. No further public comment was permitted at this meeting. At the conclusion of the meeting, the Planning Board granted BT Albany's modified site plan application as follows:

  1. Granted the applicant's request to reduce retail floor space from 252K SF to 203.5K SF.

  2. Approved an increase in the number of additional parking spaces by 117 spaces; from 1262 spaces to 1379 spaces with the condition that the applicant submits a modified greenspace plan that includes expanded parking lot islands. The modified greenspace plan would be revised by the Town's consulting engineer and the Town Code Committee and approved by the Town's consulting engineer. No further review by the Planning Board is planned.

  3. Approved the location of a third mall sign, a "monument sign" of unspecified size, at the (new) Bloomingrove entrance, subject to review by the Town's Code Committee and Zoning Board approval.

  4. Granted the applicant's request to convert the emergency only access road on Bloomingrove Drive to a right in, right out only public entrance / exit. Designing a configuration that would prevent left hand turns into or out of this new public access road was delegated to the Town's consulting engineer who would approve the final design with review by the County Highway Department, the agency responsible for issuing a permit for access onto a county roadway, such as Bloomingrove Drive. No further review of the final design is planned by the Planning Board.

Townhouse Rezoning Application / Tech Valley Residential Community: At its 12-8-16 meeting, the North Greenbush Town Board scheduled a public hearing on the rezoning, Planned Development District (PDD) application, of Tech Valley Development District, LLC, to allow it to build 76 two-family townhouses (152 unit clustered residential community) on 72 acres of land on Glenwood Road, south of Glenmore Road and north of the RPI Tech Park. The public hearing is scheduled for 1-12-17 at 6:30 PM. FYI - A memo dated 4-16-16 from the Planning Board Chairman concerning this proposed development is attached below (PDF) for your review and consideration. All interested local residents should plan to attend this public hearing on the developer's rezoning application on 1-12-17 at 6:30 PM at Town Hall on Main Avenue in Wynantskill.

Thank you to all who attended the 12-5-16 Planning Board meeting on the modified site plan application for the Van Rensselaer Square Mall. A special thank you to all those who spoke. At the end of the 12-5-16 meeting, the Planning Board decided to table this application until its 1-9-17 (6:30 PM) meeting. The Planning Board indicated it would be referring this application to local emergency service agencies for their input and to the Town's consulting engineer for its review. We encourage all interested/concerned residents to attend the 1-9-17 Planning Board meeting to find out what could happen next with this application.

IMPORTANT NOTICE

 

There is an important Planning Board meeting meeting being held on Monday evening, December 5, 2016 at 6:30 PM concerning a modified site plan application that could affect all DeFreestville residents, particularly those who live on Bloomingrove Drive and surrounding neighborhoods. Please see the details below: 

 

Details:  The developer BT Albany has requested a modified site plan that includes: (1) a reduction in the overall mall floor space from 252,000 SF to 203,000 SF, (2) an additional 100 parking spaces and (3) the opening/development of the emergency, gated roadway entrance on Bloomingrove Drive into a public access mall entrance. They are also asking for some unspecified signage changes which could include a full size mall sign adjacent to the Bloomingrove Drive public entrance that is being requested.  Pertinent to this application is the Town’s recent acquisition of a $2.1 million grant to make “safety improvements” to the Bloomingrove/ Route 4 intersection.  So it seems we could be seeing a plan for significant roadway changes to this area that may coincide with the developer’s request to open the present emergency mall entrance on Bloomingrove to public retail traffic.  

 

Important: We urge you to please attend the PUBLIC HEARING before the Planning Board on this issue at 6:30 PM on Monday, December 5, 2016, at the Town Hall on Main Avenue in Wynantskill and voice your opinion.  All interested and/or concerned area residents should attend this public hearing which could lead to the approval of the developer’s application that includes the opening and development of the emergency entrance on Bloomingrove Drive into a public access roadway for retail traffic.
